1:00 P.M. – 4:00 P.M.  –  Tim Kaiser, PHADA -- Washington Update

          PHADA Executive Director Tim Kaiser will provide a Washington Update, focusing on the latest news regarding the federal budget situation and FY 2019 HUD appropriations. In addition, he will cover a host of regulatory and other policy matters. Some of the timely issues he will likely cover include:

  • The Moving to Work (MTW) Expansion
  • RAD
  • UPCS Inspections update
  • Public Housing Rent reform
  • New Annual Contributions Contract (ACC)
  • HUD's problematic Family Self Sufficiency Evaluation
  • Potential cash management requirements for public housing
  • Central Office Cost Center (COCC) update
  • HUD's over income notice
  • The Assessment of Fair Housing (AFH) Tool

Mr. Kaiser is the Executive Director of the Public Housing Authorities Directors Association (PHADA), a Washington-based non-profit organization representing approximately 1,900 housing agencies from all over the United States.  As PHADA’s Executive Director, he is responsible for carrying out the association’s legislative and regulatory agenda before the U.S. Congress and Department of Housing and Urban Development.  He is also responsible for all facets of the organization’s membership and professional development initiatives. 

Mr. Kaiser is a regular contributor to PHADA’s newsletter, the Advocate.  Over the years, he has also written numerous position papers, congressional testimony and other publications for the association.   He has served as a member of two HUD-industry negotiated rulemaking committees on the public housing Operating Fund, and was appointed to HUD’s Community Builders Advisory Board by then-Secretary Andrew Cuomo.  Among other related activities, he was a member of the Housing and Development Reporter’s (HDR) editorial board, and the Bollinger Foundation, an organization that provides scholarships to the children of deceased parents who once worked in the field of housing and/or community development.      

Mr. Kaiser began his tenure with PHADA in 1990 as a Legislative Assistant.  He was promoted to Executive Director in late 1995.  Before coming to PHADA, he served with the Washington-based public relations firm of Burson-Marsteller, performing communications and government relations work.  He also worked for seven years in various research and policy-oriented positions with the New York State Legislature in Albany.  Kaiser received a Bachelor’s Degree in Government/Public Administration from St. John’s University in New York City and earned a Master’s Degree from Virginia’s George Mason University.

Thursday September 20

9:00 A.M. - Noon - Wendy Edwards, AHRMA and Sarah Tripp,  -- Work Comp: Common myths and misconceptions.

     Attorney Sarah Tripp, Partner in the Law Firm of Rusin & Maciorowski, and AHRMA's Workers' Compensation Adjuster, Wendy Edwards, will lead you through the murky waters of workers’ compensation defense.

1:15 P.M. - 3:00 P.M. -- Brendan Kelly, St. Clair County State's Attorney --  Illinois Crime Update 

        Mr. Kelly will discuss the challenges facing the State's Attorney Offices as they seek to prosecute crimes on public housing property. He will also discuss the Safe Neighborhoods Reform Act, and the elimination of the enhanced penaltiies for drug crimes on PHA properties.  Mr. Kelly will also spend time discussing the Illinois Crime Commission.  

Brendan Kelly, St. Clair County State's Attorney.  Brendan graduated from the University of Notre Dame, while also earning a commission as an Officer in the United States Navy.  After receiving a law degree from St. Louis University, Brendan served as an Assistant State's Attorney. In 2010, Brendan became the State's Attorney for St. Clair County. As the youngest member of the Board, he served as the representative for the National District Attorneys Association as an observer of the prosecution of terrorists at Guantanamo Bay.  In St.Clair County, Brendan strengthened the law enforcement functions of the State's Attorney's office, creating a new violent crime unit and revolutionizing the prosecution of domestic assault cases, more than doubling the rate of charges in those cases.  He created a children's justice division to prosecute crimes against children.  He served as an executive committee member of Fight Crime, Invest in Kids and as Chairman of the St. Clair County Child Advocacy Center.  Brendan was the first State's Attorney in Illinois to file suit against the pharmaceutical industry for maximizing profits by deceiving patients about the dangers of certain prescribed opioids that have led to addiction, overdose and death.  The Southern Illinois Law Enforcement Commission named Brendan "Southern Illinois Prosecutor of the Year" for his tough, effective work to prosecute crime and his passion for justice.
